Poco F1 new MIUI 10.2.3.0 update out but still no 4k video recording at 60fps and Widevine L1 certification

Poco F1 new update has been rolled out and the users will be getting the MIUI 10.2.3.0 stable update. The new update is said to come with the February 2019 Android security patch and will be 560MB in size. The official changelog only talks about the Android security patch and not much about other information.
